Everything a workplace gets through monthly — and the three places most offices quietly overspend.

Housekeeping consumption barely varies month to month, which makes it the easiest category to budget and the easiest to waste money on, because nobody revisits the specification once it is set.
Here is the full list, split into what you reorder monthly and what you buy once and keep, followed by where the money actually leaks.

Monthly consumables

Mop refills, scrub pads, dusters and microfibre cloths
Garbage bags — one size per bin type in use
Toilet rolls, hand towels and facial tissue
Air fresheners and washroom deodorisers
Hand wash and sanitiser, plus dispenser refills
Gloves, masks and aprons for housekeeping staff

One-time / periodic items

These get replaced far less often — budget them separately so they do not distort your monthly consumables number.
Brooms, mops and mop handles
Buckets, bathroom mugs and cleaning trolleys
Dustbins and pedal bins, including segregation bins if you separate waste
Door mats and caution boards
Four colour-coded waste segregation bins in yellow, blue, red and green

Leak one: over-specified garbage bags

Bags are sold by size and micron, and most offices buy a heavier micron than their waste actually needs. Dry office waste — paper, packaging, pantry disposables — does not need the thickness that wet or industrial waste does.
Match the micron to the waste type per bin rather than buying one heavy bag for everything. Nobody notices the difference, and it is usually the single largest saving in the category.

Leak two: tissue bought by count, not footfall

Toilet roll and hand towel consumption tracks washroom footfall, not floor area or headcount. A washroom near reception sees several times the traffic of one on a quiet floor, yet both usually get stocked identically.
Count actual usage per washroom for one month, then stock to that. It will be uneven, and that is the point.

Leak three: ready-to-use chemicals

Buying ready-to-use bottles of anything used daily is the most expensive way to buy cleaning chemicals. A concentrate diluted correctly costs a fraction per litre of usable solution.
The only reason offices do not switch is that nobody has written the dilution ratio where the housekeeping staff can see it. A printed chart and a measuring jug solve it permanently.
