What a school actually needs each session, and why ordering four to six weeks out changes both the price and the delivery date.

Institutional buying concentrates into a few weeks a year, which means every supplier in the market is stretched at exactly the moment every school needs stock. Planning around that is worth more than negotiating hard on rate.
Here is the list by area, and the timing that works.

Classroom

Notebooks, registers and attendance registers
Chalk, whiteboard markers and dusters
Charts, display boards and pin boards
Teaching aids and classroom stationery

Laboratory

Glassware — beakers, test tubes, flasks, measuring cylinders
Safety gloves, goggles and lab coats
Lab registers and record books

Library, office and sports

Library registers, book covers, labels and filing
Administrative stationery for the school office
Sports equipment (balls, nets, cones, whistles) and first-aid supplies — on request

Timing: order four to six weeks ahead

Four to six weeks before the session is the window where you still have leverage on both price and date. Inside the final fortnight you are competing with every other institution for the same stock and the same delivery capacity, and something has to give.
It also gives your purchase committee room to run a proper comparison rather than approving under time pressure.

Split the year-round consumables out

Chalk, markers, registers and lab consumables get used all year. Buying twelve months of them at session start means storing them, tracking them and writing off whatever gets damaged.
A quarterly schedule at the same annual rate is almost always better — same price, a quarter of the storage, and far less wastage.
